LONDON, December 8,
In the House of Commons the Naval Prisso Pill, embracing the Declaration of London, was read a third time, by 172 votes to 125.
Tho pjnondnwnt by Mr L. AtherlyJbnes, Liberal member for North-west Durham, to omit clause 23, was negatived by 212 votes to 115.
Sir llobcrt Finlay, Unionist, and an ex-Attornoy-Geneval, Sir Edward Grey (Secretary of Stat«? for Foreign Affairs), and others vediscussed tho conversion of morchantmont question. Sir Edward Groy declared that tho Bill did not pledge the country to ratify the Declaration of London, and if others hung back Britain qould do tho same.
BEAD A FIRST TIME IN THE LORDS. (Received December 10, 6.5 p.m.) LONDON, December 9. The Naval Prisie Bill has been read a first time in tho House of Lords.
