ITALIAN GOVERNMENT PROHIBITS EMIGRATION. By Telegraph—Press Association—Copyright. (Received July 31, 9.50 p.m.) < ROME, July 31. Owing to the Argentine Government imposing irksome quarantine restrictions, the Italian Government, in order to uphold the national dignity, has issued a decree suspending emigration to Argentina.
