In the Reichstag tho Bill ratifying tho Constitution approved by the' Federal Council for Alsace-Lorraine was road a second time. Under the Constitution as promulgated in December last the First Chamber of the local Parliament will consist of eighteen members, and the Second Chamber of sixty. Members aro to be elected by secret ballot, and the franchise will bo given to all persons over -twenty-five years old. Two votes will bo allowed to electors over twenty-five, and three votes to those over fortyfive. ; '
