Referring to the Russc-German agreement M. Pichon said the Baghdad railway pourparlers at Potsdam wore tho sequel to negotiations which had been in progress since I'JOT. He added that Horr Bothnian Hollweg, German Imperial Chancellor, had summed up the result as a declaration by Germany and Russia not to outer into any combination conceived in the spirit of aggression against other Powers.
