THE PEACE CONFERENCE
ACTE FINAL. Tho note final mis signed by the delegates to tho Pence Conference at The Hague on February 18th. It was voted Unanimously, tho only Power making any reserve being Switzerland, whoso objection to tho permanent court was insurmountable. Tho thirteen conventions and tho deolaraiion against dropping explosives from balloons tvill bo embodied in fourteen separate acts (says tho "Morning Lender's" special correspondent), which tho Powers can sign at their leisure until June, 1003. Sir- Edward Fry's voou about armaments figured as a resolution. The following are the five voeux which completed the not; 1. Tho ■ establishment of a court of arbitral justice when an agreement is arrived at as to choice of judges and the constitution of the court. 3. That the competent court and military authorities in case of war - should regard it ns their special duty to assure and protect tho maintenance of pacific relations—especially commercial and industrial—between the populations of belligerent States and of neutral countries. 8. That the Powers should regulate by special conventions tho position from tho point of view of military charges of foreigners established in their country. 1. That tho next conference should apply, as far as possible, the principles of land war to naval War. t. That: tho Governments should contribute as building materials, objects of art, and of decoration, the best specimens of what is produced in tholr countries. Finally, tho conference recommended tho reunion of a third conference after abont the same lapse of time as intervened between .the first and tho second.
