Tho National Service League, in a manifesto signed by Lord .Roberts, Viscount Milner, and others, recommends Air Haldane, Minister for War, uot to wait until a crisis occurs before giving the territorial forces bait a {ear’s training. The League urges thu Minister to endeavour to make such training at once compulsory on all able-bodied males old enough for military service.
