NEW REGULATIONS. TRADING TAXES TO BE IMPOSED. (Received August 15, 9.47 p.ra.) AIELBOURNE, August 15. The Federal Premier, Air Dcakin, has received a. cable message from Air Lyttelton, Secretary of State for the Colonies, giving the now regulations framed by tho German Government for tho administration of the Alarshall Islands. Commercial firms established there aro to pay a trading tax of 6000 marks annually. This will bo tho only tax on commerce. The Imperial Commissioner at Jaluit is instructed to assist merchants to conclude leases of land from the natives for trading stations. A tax of 2000 marks yearly is to he imposed on ships engaged in trade on behalf of commercial firms nob established in the islands. Tho Caroline Islands are to be thrown open on October Ist, tho dues to be those accoiding to an ordinance of August Bth, 11X14.
