SCHEME FOB REPRESENTATIVE GOVERNMENT. MILNER’S SCHEME REJECTEE BY BOER LEADERS. CAPETOWN, December 29. A' Dutch journal published in Pretoria states that the Boer loaders, after conferring with Lord Milner, High Commissioner for South Africa, rejected his scheme for representative government, including the appointment of twentyfive elective and twelve nominated members, the leaders declaring that the enfranchisement must bo commensurate, as the Boers had a permanent stake in tho country. Though tho conference was abortive, the relations between Lord Milner and the Boor leaders are reported to be less frigid.
