SUGGESTIONS FOR PERMANENT PEACE. PARIS, July 3. . Tho newspaper "Dohats” states that M. Delcasse, French Minister of Foreign Affairs, has decided to ask Great Britain to conclude a permanent treaty of arbitration and conciliation. President Loubot will discuss tho matter during his approaching visit to London.
