AN EMBASSY TO THE SHAH FROAI BRITAIN. (Received February 4, 0.35 a.m.) TEHERAN, February 3. The investiture by the Shah of Persia with the Order of tlio Garter recently conferred by King Edward was a brilliant function. ' Tho ceremony was performed by V iscount Dowue, bead of tho special mission sent to Persia for the purpose. LONDON, February 3.

AN AGREEAIENT WITH RUSSIA. (Received February 4, 1.2 a.m.) LONDON, February 3. It now transpires that a Russo-Per-sian commercial agreement has been completed, which becomes operative on tho 14th inst. It introduces specific instead of the ad valorem duties levied under a treaty which has been i n operas tion since February 1828. Tho new agreement abolishes the majority of tho Persian export duties and tolls and tho system of farming out taxes, and it establishes Persian Customs stations. Persia is arranging with Russia tho details of payment of Customs and for storage, free storage for - a period of twelve mouths being granted.
