THE BOMBARDMENT OF SAN CARLOS. FURTHER DETAILS OF THE INCIDENT. TWELVE HUNDRED SHELLS FIRED. NEW YORK, January 23. Tho bombardment was resumed at daybreak on Thursday. BERLIN, January 23. Officials at Berlin -suggest that the allied commanders decided upon tho bombardment of'San Carlos and a now effective blockade, leaving its execution to the Germans because it was within the sphere assigned to them.
