Germany’s reservations exclude from President Roosevelt's arbitration the claims of forty Germans, amounting to sixty-two thousand sterling, arising out of tho revolution of 1898, for goods supplied to Government _ troops, forced , loans and other requisitions.

It is believed in Berlin that if Mr Roosevelt arbitrates, tho United States will give an indirect guarantee of a final Venezuelan settlement.
