VENEZUELA.
BERLIN, November 29. Commodore Schcdcr, commanding the German, squadron in Venezuelan waters, has near six war vessels under his command. (Received December 1 10.40 p.m.) NEW YORK December 1. Venezuela has seized four British merchantmen at Orinoco. Tbo Washington authorities have refused to guarantee a loan intended to settle Venezuelan debts. Famine and much sickness exist at Ciudad Bolivar.
