SKIPPING LEGISLATION.
MELBOURNE, December 1. Sir Edmund Barton, federal Premier, lias announced that lie will introduce a Navigation and Shipping Bill in the next session of the Commonwealth Parliament. Tho measure will compel oversea shipping to pay seamen Australian rates while trading between coastal ports, and will prohibit coastal traffic in oversea ships carrying tho flag of a nation similarly restricting British and Australian ships.
