President Roosevelt, in receiving the Industrial Commission which was sent from England to study American manufacturing methods, referred to tho inevitable and increasing tendency of employers and employed to work in corporations and unions. Such combinations, ho said, had great possihihties for good or evil, and it would bo folly to take exception to tho movement except on the ground of its conduct.
