LONDON, November 6. Mr Herbert Samuel, Liberal,'has been elected for tho Cleveland Division of Yorkshire, in tho place of Mr Alfred Pease (Liberal), resigned. Mr Geoffrey Drage, Mr Samuel Vi opponent, was defeated by a majority of 2036. (Received November 7, 10.59 p.m.) LONDON. NovemoT 7. In the election of the East Toxtoth Division of Liverpool—the seat recently resigned by Mr Warr (Conservative) — Mr Taylor (Conservative) defeated Mr Rathibone by a majority of 377 votes. [At the general elections, Mr Pease, Liberal, was returned unopposed for Cleveland, and Mr A. F. Warr (Conservative) was also returned unopposed for East Toxtoth. Tho fresh elections make no change in tho position of parties.] THE EDUCATION BILL. (Received November 7, 11.25 p.m.) LONDON, November 7. Tho Government’s amendments in the Education Bill, providing that the municipal or County Councils shall appoint the local education committees and delegate thereto any of the Councils’ powers other than financial, have been adopted. Rating and borrowing powers are reserved to the Councils. Tho latter are to consult the committees on these subjects, hut the Councils are to be free to disregard the recommendations of the committees. .

The Liberals have welcomed these modification*, and also a clause providing that a majority of a committee shall be members of a Council, unless decided otherwise by the Council.
