Outtrim, Chairman of the Victorian Factories Commission, in the course of an interview,, said the Commission had had an absolutely unique experience in going through New Zealany—a colony where there are no unemployed. The population generally seemed to bo in a prosperous condition. The Commission had examined a largo number of employers and employees, who were unanimously of opinion that the principle of the Conciliation and Arbitration Act, was a sound one.
