BERLIN, January 21. Baron von Bulow, Minister for Foreign Affairs, made reference during a speech in the Reichstag to the recent seizure of German vessels in African waters by the British naval authorities. He explained that the commanders of British war vessels had now been, instructed not to interfere with German vessels on the mere suspicion that they were carrying contraband. An indemnity had, ho said, been offered for the wrongful detention of vessels previously seized. LONDON, January 21.
