Received January 23, 12.45 a.m. Hongkong, January 25. A Congress of the Filipinos Committee has been hold here, at which a resolution was passed vetoing American annexation of the group. Several of the speakers expressed a suspicion that President McKinley’s action in appointing a Commission to inquire into the condition of and the best means to bo adopted for the future administration of the Philippines was merely a ruse to gain time. ■'
