A QUESTION OF PROCEDURE UNDER THE NEW ACT.

By Telegraph.—Press Association. Mastebton, October 19. At the suggestion of Mr Pownall, Mayor of Masterton, the Borough Council has decided to ask the solicitor to the Municipal Association for an opinion on the following questions " (1) Whether any election of Mayor-can.be held| in November next; seeing that the procedure of election under the Municipal Corporations Act is practically abrogated by section 17 of the Municipal Franchise Reform Act, and no new procedure is provided thereby until after April next ? (2) It such election is to be held, what roll is to be used ? (3) Whether all persons coming under the new qualification for voting constituted by the said Reform Act are not no w absolutely entitled to be enrolled on the burgess list forthwith under section 3 of the said Act.”
