RAILWAY CONCESSIONS. LARGE RUSSIAN FLEET FOR PORT ARTHUR.

The Times says that a Russo-Chinese Bank has signed a contract for the construction of a railway from Cheng-ting to Taiyuen-fu (thus tapping the inland trade of Pechili), giving Russia control over rhe railway from Pekin to tho Shen-si province. French and Belgian Ministers are negotiating tor concessions to construct a railway uniting Pekin and the Valley of the Yangtse. Britain appears to acquiesce in the refusal on the part of Russia tj permit foreigners to land at Talieuwan or on the Laiotong Peninsula without Russian passports. Russia intends to maintain a large fleet at Port Arthur.
