Andre Lebon, Minister for the Colonies, is at present on a visit to Senegal, where Franco is making great .efforts to establish an African Empire. In replying to an address of welcome, he said Prance's colonial policy was in the first place a commercial one, but if necessary it might develop into a warlike one against European rivals. Senegal, he said, had richly repaid Prance for all the sacrifices she had made, and she was determined to complete her work.
