By Telegraph.—Press Association.—Copyright. London, August 15. Through the capsizing of a boat on tho Clyde, a New Zealand engineer, named Charles Kelly, and two girl cousins have been drowned. Owing to a judicial deadlock in New foundland, Sir William Windeyer has accepted a temporary Judgship. His duties commence in October. Mr B. T. Hooley, the millionaire, has secured the option of constructing the proposed Chinese railway from Shanghai to Suohow, a distance of 57 miles. Albant, August 16. Sir George Turner, Premier of Victoria, arrived by the B.M.S. Orizaba. He is in poor health and was much affected by the heat in the Bed Sea. It will be necessary for him to endergo an operation in Melbourne.
