Mr Seddon’s proposal that a Conference he held in New Zealand to discuss the question of intercolonial reciprocity and other matters is the subject of editorial comment in tl;e Daily Telegraph of to-day. The article states tfiat as New Zealand is not a participant in the Federal movement, there is no reason why the Premiers on this side of thp Tasman Sea should make a trip across to arrange a scheme of business relations which the Premier desires to have established, and which would probably have to be declared off if Federation came about; because whatever the fiscal policy of Australia might be it is unlikely that it would provide for special tariff concessions to an unfederated colony, and in any case tho subject would have to be gone into de novo. Experience shoyps that reciprocal colonial trade relations would be-difficult to establish, because so hostile interests aro represented in toe Parliaments which have to endorse the scheme, and because they; aro difficult to sustain when established. ,
