The Russian authorities have summoned 100,000 men from the reserves to undergo drill and other exercises.

London, February 12. The Spectator asserts that the movements of the Russian Navy indicate war with either Germany or England. (eeuter’s telegrams.) (Received February 12, 8.30 p.m.) Hong Kong, February 11. _ A large Russian naval squadron is now being assembled in Japanese waters. (Received February 14, 1,15 a.m.) Constantinople, February 12. The preliminary negotiations between Kiamil Pasha, the Vizier, and the Bulgarian representatives relating to the settlement of the Bulgarian difficulty, have hitherto been without result, M. Zankoff having insisted on extreme conditions, notably that neither a Russian General, the Russian Minister of War, nor the Russian Ambassador, shall partake in the negotiations. Paris, February 19.
The statement that French General officers and troops had been recalled from Algeria is denied. Berlin, February 12.
It is understood that a secret treaty has been concluded between Germany and China.
