Lord Rosebery, in withdrawing his motion before the House of Lords regarding the Recidivistes scheme, explained that the position had greatly changed since M. Courbet had reported unfavorably on ihe main objects of the Bill; and that M. Favre’a last demands in the Senate Committee for restraint and compulsory labor have quite reversed tho policy of tho Bill. The Pall Mall Gazette expresses the opinion that Earl Granville has failed to convince either France or Australia that he is in earnest in his action ou the recidiviste question, and further states that ho should have welcomed tho action taken in tho matter by Earls Rosebery and Carnarvon. The Globe urges that tho pressure of public opinion is required to prevent the conclusion of a makeshift arrangement with Franco. The South Australian Bank Bill has now passed both Houses.

Pabis, July 14 The excitement arising out of the anniversary of the French Republic to-day culminated in an outburst of popular feeling against Germany on the part of a large body of Parisian youths, who proceeded to an hotel which was flying the German national flag, and forcibly removed the banner, and tore it to pieces. At a largely attended meeting of the Carlton Club, held last evening, it was resolved that Lord Wemyss’ motion for a compromise between the House of Lords and the Government on the franchise question should be firmly opposed. MEETING BETWEEN EMPERORS. Berlin, July 15. It has transpired that a meeting has been arranged between the German Emperor William and the Emperor Francis Joseph of Austria. Their Majesties will meet at Gastein, in Upper Austria, on the sth proximo. THE PARIS DISTURBANCE. M. de Courcet, French Ambassador to the Imperial German Court, has been instructed to express regret on behalf of the French Government for the insult offered to the German flag at Paris yesterday.
