NEW YORK, Nov. 11. The annual report- by General Macartliur to the State Department- on the Philippines is not pleasant reading .for the ! advocates of policy of expansion by the United States. General Macarthur declares his belief that the final submission. of the Filipinos is far distant. - The natives, he states, hate the Americans, and although the municipal bodies pretend to do their best- on behalf of the Americans, tnere can be no doubt that secretly they furnish supplies and recruits to the insurgents. , General Macarthur concludes by - stating that it null require the presence of a Targe land and naval force and many years before effective government can be established. —“Central News”
