PASTORAL FROM THE ARCHBISHOP OF PARIS. DANGEROUS CONTENTS OF THE SECRET DOSSIER. Paris, January 16. Count Munster, German Ambassador in Paris, has gono to Berlin. It is rumoured that the visit is in connection with the Dreyfus case. Cardinal Richards, Archbishop cf Paris, has issued a pastoral which states that the prayers of the public are more urgently required than ever for the healing of the division among3t all classes. Berlin, January 16. General Mercier, who was Minister *»f War at the time of the Dreyfus trial, has been interviewed by a journalist-, to whom he stated that tho disclosures that would be made by the publication of the secret dossier relating to the case would be certain to cause coolne-3 on uie part of tho French Republic; with Germany and Italy on account of the dealings with their Foreign Offices that would be exposed. Colonel Schwartzkoppen, formerly Military Attache at the German Embassy in Paris, the acknowledged writer of the famous petit bleu which Colonel Picquart is now charged by the French War Office officials with having forged, has received a decoration at the hands of the German Emperor. London, January 17, M. de Blowitz, correspondent at Paris nf the "Times," declares that the Court; of Cassation will order ex-Captain Dreyfus to be tried by a fresh court-martial. He adds that he is convinced the prisoner will then receive a fair trial.
