Lord Brasscy, in the course of a lecture, said that, in regard to the men available, their character, the supply of material of war, and the ships, England had a great advantage over otlier nations. England's naval power was much above the standard agreed upon by the House- of Commons—viz., that ot equality with any other two nations. It was, too, he said, increasing at a greater rate than that of France and Russia together. The Navy, he declared, was well able to prevent the colonies from being attacked, and to protect the commerce in transit between tho colonies and tho Mother Country.
