Capetown, November 28. It is imported that a rich discovery of gold and diamonds has been made on the Zambesi. Cape Colony will enter the Postal Union in Januai-y. Capetown, November 27. The popular feeling in Madagascar is against the French. The Queen herself is urging i*esistanee. There is some excitement in Johannesberg owing to the Sanitary Board having forbidden the use of the English language during its debates. The burghers are holding a conference with a view to adopt a united policy against foreigners. Cairo, November 27. Father Rossignoli, the priest who recently escaped from Khartoum, relates stories of appalling corruption and misery in the Soudan. He states that the Mahdi is sending three armies to operate against the Italian forces. Calcutta, December 2. The Viceroy of India, in a manifesto addressed to the Panj ah chiefs in the Pamirs, asked them to unite and assist in assuring the triumphs of peace. The Government merely desired to solidify its position, and had no ambition for fresh conquests. The Ameer was a firm friend to England, and there was reason to hope, in accordance with Lord Rosebery’s belief, that the time was coming when Russian interests would cease to clash with those of Great Bi-itain.
