gxii j —l promised in my last letter that I would ondeavfur to point out some way by which this much desired, and certainly much 1 needed, north central line can be an accomplished foot. The Government have no money or means to undertake such a work, and in my opinion have no right to go on peddling at a work of such colonial consequence. As they are at present if it is not carried on with more vigour the sleepers at the one end, or at both ends, will be rotten before the line will meet in the centre, and the whole line be as far from completion as it was in the beginning. At present it seems to me that the so-called leagues, nor ev6U the Government, have come to any conclusion how this great national work is to be carried out. In the. first place I think the government, on account of the political DOBition of the constitution of the Colony by party government, ought to have nothing to do with the construction of the line, except the fixing of the route, supplying the land and surveys, and making the conditions on a fair and sound principle. That is the duty of the Government and the legislature. Anything beyond this would open the way to corruption and partiality, as it has before done in every loan that the former Governments of the Colony have borrowed for any special purpose. An instance of this may be seen in the million which was ear-marked for this ceutral Hue. I will, by your leave, resume this subject in another letter. —I am, &0,, J. Plimmer.
