LAND BOARD.

The monthly meeting of the Land Board was held yesterday morning, there being present —Messrs J. W. A. Marchant, W. A. Fitzherbert, D. H. Macarthur, M.H.R., and H. Bunny. The following applications to obtain titles ware approved —R. J. Dales, Sections 34 and 49, Block VII., Mangaone ; S. Bridge, Sections 3. 28. 28a, 30, 30a, 31, 31a, Block 111. and IV., Mangaone ; J. Northcott, Section 304, Block 111, Oroua. It was also decided to grant a title to H. Hartree for Sections 37 and 39, Block VIII., Makuri, if he makes a proper application. The following applications to transfer were approved :—P. and J. Cav>in-tgh to J. G. Oldham, Section 6 and 7, Block XI., Apiti ; F. A. Lowes to T. Lowes, Section 10, Block XIV., Apiti ; A. E. Lowes to T. Lowes, Section 39, Block XIV., Apiti ; E. Hawki r to A. Stuart, Section 12, Block XII., Ongo ; E. Collier to S. Avery, Section 13, Block 111., Mangahao ; T. S. Powell to W. G. The transfer was approved, subject to the incoming transferee effecting the required improvements. Mrs Williams was allowed to transfer Section 65, Block IX., Mangaone to W. R. Trotter, on condition that 50 acres be felled this season. J. Reilly was allowed to transfer Section 60, Block VII., Mangahao, to H. K. Messrs R. and S. Dawson were allowed to capitalise the unpaid instalments on Section 109, Block 11., Kopuaranga. The Ranger reported on the work he had on hand, and stated that he was in arrears vrith his inspections, and applied for extra assistance to overtake the work. The Board detv giYf the assistance required.

The Crown Lands Ranger forwarded a report on 26 selections in the Tirriankawa Survey District, from which it appears that the area held on deferred payments was 1361 acres held by 12 selectors, 10 having complied with conditions, and two partly complied. The area cultivated was 384 acres, and 115 acres required to be cultivated, there being a surplus cultivated of 269 acres ; the amount spent on improvements being LOGO, the amount required to be spent being L 279, leaving a surplus of of L6Bl. The area held under the perpetual lease system, 2575 acres, held by eight selectors, seven of whom have complied with conditions, and one partly complied. The Ranger reported oi: 19 deferred payment selectors in the Pohangina District, all of whom have complied with the Act, the area held being 2230 acres. The Upper Mangahao Road Board forwarded plans and proposals for expending accrued thirds from sections in their district, and applied for a certificate under the Loans and Local Bodies Act to enable amounts to be used as ordinary revenue. The application was approved subject to the Road Board furnishing the required certificates and particulars connected with the works and expenditure. The Masterton and Kiwitea Read Boards were allowed to expend accrued thirds from sections in their district. The Kiwitea Road Board were also allowed to expend accrued thirds from sections in the Apiti Block. The same Road Board forwarded plans and proposals for expending thirds from sections in the Awahou-Pohangina Special Settlement. Approved, except where rated by Commissioners, the thirds from these sections to be spent on the roads fronting on leading into the block. The Under Secretary for Crown Lands wrote, stating that the case of Mr Hull was not one in which the Department can interfere. Mr A. Dickie again applied for the refund of the sum L 27 paid by him for improvements effected on[Sections, Block IX., Wairoa, and forwarded proofs that they were done by him. It was decided to recommend Government to approve of application. With regard to section 2, Block IX., Wairoa, it was resolved to request Mr Dickie to obtain the consent of the original selector to his obtaining the value paid in improvements. Messrs Biker andTabuteau wrote with reference to dealing with the Forest Reserves in Block 1., Makuri. It was resolved to obtain a report from t,li9 Ranger with regard to the possibility of letting the reserve under conditions for planting, so as to protect the banks. It was resolved to. cancel the interest of the selector of Section 13, Block XV., Tirnaukawa, unless the improvements are started within one month from date. The Ranger forwarded reports on , the re-valuations of sections for which applications had been received for a reduction in price and not disallowed at the former meeting. It was decided to postpone the matter until July 3rd, at 10 a. m. The Commissioner reported that the Government had instructed him to withdraw the balance of the Mangahao block from sale so that they might be offered as a proposed special settlement association. It was decided that the withdrawal of the land be approved. He also reported that the Government had instructed him to withdraw the unsold sections in the Wanganui Harbour Board Block from sale on deferred payments. It was decided to approve the withdrawal. The Board decided to request the Government to alter the regulation for the formation of special settlement, so as to empower the Board to deal with transfers instead of the Commissioners after sections have bsen balloted for and registered. It was decided to grant the application, if possible, of Mr T. Kelly, to alter the tenure of his Section 3, Block 1., Puketoi, from perpetual lease to cash. The Commissioner submitted copies of the revised “Land Guide,” and pointed out that several amendments had been made in the publication since it was last published. The Board then adjourned.
