As there exists no second opinion concerning the desirability of forming a Harbor Board, the joint committee are acting most wisely in thus taking steps to have the whole matter finished during the next session of Parliament. With the press of national work which they have on hand, it would have been unfair to have asked the Government to prepare the Bill necessary for constituting a Harbor Board, and at the same time not to have had one prepared in time for early submittal next session would have been to have delayed cax*i*ying out a pressing work for at least another year. The joint committee repi*esent fully the wishes of the Council and Chamber of Commerce in this mattei*, so that the Bill to be drafted may be taken to represent the opinion of both these bodies in the matter, and it will then require only the final appro val of the Governor in order to secure its passage through the House. As the New Zealand Times took the initiative in pointing out the necessity for a llai*bor Boai’d, it is needless to say that we feel gratified at seeing a speedy accomplishment to its legal constitution approaching.
