COMING ELECTION

p. BAHNAKD'S VIEWS INDEPENDENT attitude NAPIER, Thursday "I deplore the Prime Minister's motion, bringing 011 an election this year, as calculated, to distract the attention of New Zealanders generally from the supreme immediate task of winning the war. It will create bittersess snd disunion at a time when complete unity is essential," said the Speaker of the House of Representatives, the Hon. W. E. Barnard, in a utatement to-day. Jlr. Barnard said he would be a candidate for the Napier seat again, but be did not propose to contest the election on party lines. "The threat of war still hangs over the country, a tremendous fact which 1 cannot and will not ignore." Mr. Barnard said that in adopting an independent attitude lie ffishe 1 to make it clear that be had not altered his political principles. Ho was ready, as always, to co-operate with those who shared with him his common outlook and worked for the policies which expressed it. >lr Barnard said that it was his plain duty to promote and sustain the country's war effort to the full, and also to declare the principles upon which n better order after the war might be buiU"There is growing dissatisfaction over party politics." he added. "There is a need for a now political outlook and the technique of the new order, of which we hear so much, to fulfil the hopes of tho average man and woman of life in all it 3 phases —personal, social, economic and political—to be lived on a higher plane than we have yet known."

COMMENTS BY MR. LEE IMPARTIALITY OP SPEAKER Commenting on Mr. Barnard's statement. Mr. J. A. Lee, Democratic Labour M.P. for Grey Lynn, said last Eight that ho wanted* an election this te.tr and believed that New Zealand did, too. He would have a splendid array of candidates. Mr. Barnard, as Speaker, never ventured away from his constituency during the last election. He took the stand that the referee. as it were, should win his own geat on his merits as a man and would do nothing to break down the feeling that, as Speaker, he would give fair play to everyone in Parliament^ Everyone knew the principles for which Mr. Barnard stood, for he had given explicit utterance to them, and would do so again,_ no doubt, in the coming contest, which Mr. Lee hoped no one would succeed in postponing. Mr. Barnard was a distinguished Speaker.
