CASE OF MR. IJSMAB BOARD DISMISSES APPEAL (P.A.) WELLINGTON. Tuesday The Armed Forces Appeal Board today dismissed an appeal by the National Service Department 011 behalf of Kenneth Leslie Usmar, E.P.S. Operations Officer, conditionally 011 his not being called for military service before June 130, 1943. It was stated that Mr. Usmar, who is aged 40, married, with three children, and had been passed as grade 1, had written in requesting that lie should bo released from his present position at the earliest possible date. Mr. Bell, the Crown representative, explained that last year Mr. Usmar was secretary of the Metropolitan Patriotic Committee in Auckland and was also Chief Executive Officer of the Auckland E.P.S. He was a full-time officer in the E.P.S., and for both jobs received £BOO a year. Two English experts. Messrs. Hammond and Wilson, toured New Zealand in connection with the question of civil defence and urged the authorities to take steps to train certain key personnel. Position Not Permanent Representations were made to Mr. Usmar that he should accept the position in view of his long association with the E.P.S. in Auckland, added Mr. Bell. Mr. Usmar accepted the position at £7OO a year. It was not a permanent position, and ho made a reservation that when he was called up for military service arrangements should be made to release him from his position as soon as it was possible to do so. The Special Service Committee that looked into these cases bad recommended that the appeal should be dismissed subject to Mr. Usmar not being called up before June 30, 1943. John Vincent Brennan, Controller 0! the Civil Defence branch of the National Service Department, said that Mr. Usmar was not approached for the position. The approach was made to the chairman of the E.P.S. organisation in Auckland to release Mr. Usmar temporarily to come to Wellington. Mr. Bell said the policy of the E.P.S. was not to appeal for anyone. Training of E.P.S. In reply to Mr. Bell, witness said that Mr. Usmar was responsible for the organisation of the training ot E.P.S. personnel 011 a national basis. He had to organise the whole of the training plans, conduct courses, arrange for the necessary instructors ana take some courses himself in subjects in which he was qualified. At present he was working on the production of a training manual and had completed plans for training lasting up to about October, when it was considered the programme aimed at would be completed. When Mr. Bell asked about replacing Mr. Usmar, witness said it would be most inconvenient at the moment; it would upset the whole school. There was 110 one they knew of available with the capacity to do the job. Mr. Bell: Is the department making arrangements for someone else? Witness: Mr. IJsmar has an assistant who may be able to take over and look after the finishing off phases. Mr. 801 l added that Mr. Usmar had appealed in writing to be released at the earliest possible date. GAME OF BOWLS CHAMPION OF CHAMPIONS R. McMASTER UNDEFEATED The annual champion of champions bowling singles contest was commenced on the Carlton greens yesterday, 32 clubs being represented. The weather and playing conditions were good.
