DELAYS IN CONSTRUCTION FACTORS DUE TO THE WAR [BY TELEGRAPH —SPECIAL REPORTER] W ELLIXG TOX, Tuesria y Tlte completion of the Soutli Island main trunk railway linking the lines having their termini at Parnassus in Canterbury and Wharonui in Marlborough was originally fixed for the end of 1911, but the Minister of Public Works, the Hon. R. Semple, said in ail interview to-day that while completion was well in sight the date was dependent on the men and machines available. The Minister reviewed the progress of the work and mentioned that at the outbreak of war the construction was actually ahead of schedule. "The major difficulties having been overcome the situation is now one of manpower and hours." Mr. Semple said. "Because of the number of enlistments for overseas service and the policy of the Government gradually to reduce the staffing on public works the number of men employed on this railway construction has been considerably reduced. That of course will mean a commensurate increase in the time to complete it. The amount of further shrinkage is dependent oil the war situation."
