COASTAL HARBOUR SCHEMES With the default of bath Gisborne and New Plymouth in interest payments on their schemes for harbour development 50 years ago, 'concern was expressed at what was felt to be wasteful spending in- providing such facilities at minor, ports. The following editorial coinmtu.it is taken from the New Zealand Hkkai.ii of May 22. 1890: • •

"A few days ago when dealing with the news that the New Plymouth Harbour Board had made default in the payment of interest on its loan, we said that this was the first of a crowd, and now already Gisborne is in the field. It, too, seeks to roll the debt o|'er to the colony. The mania for harbour making is one of the strangest and most disastrous under which New Zealand has suffered. Great Britain, with half the foreign commerce of the world leaving her ports, contrives to do it all from three or four harbours, and we in New Zealand must have harbours all round the coast fit to carry /on foreign commerce and to load ships tor London."
