GERMANY'S HOPES

SCANDINAVIAN ALLIANCE ROLE OF PROTECTOR LONDON, March 20 Despatches from Sweden state that Germany hopes to participate actively in the proposed Scandinavian defensive alliance. They point out that the arrival of officials in Stockholm lias been coupled with a redoubling of propaganda efforts to persuade the northern countries that Britain and France are trying to "make a battlefield of Scandinavia," and that, therefore, salvation lies in German protection. The Swedish newspaper Aftonbladet, commenting on Russia's attitude, states: "It is persistently reported from Moscow that the Soviet will demand a free port in both Sweden and Norway, and will also enforce an increased supply of high-grade steel in exchange for raw materials from Finland, Sweden and Norway."
