FEDERATION ADVOCATED HINT TO SMALL NATIONS M. REYNAUD'S CONVICTION (Received March 26, 5.35 p.m.) PARIS, March 25 The French Prime Minister, M. Paul Reynaud, in an interview to-day with a representative of the Lisbon newspaper Diario Xotocins, said: "The only way to save Europe is to establish a United States of Europe. Small nations ought not to be afraid to join a European federation of which the foundations have already been laid by Britain and France."
