MUNICH AND CHAMBERLAIN CAPETOWN, Feb. 22 The Speaker of the Union Assembly checked a Labour member, Mr. Madeley, for criticising the Munich Pact and Mr. Chamberlain. He ruled that members must not criticise Mr. Chamberlain or the heads of foreign Governments.
