AGREEMENT BY ITALY (Received October, 5, .11 p.m.) LONDON, Oct. 8 The negotiations between Britain and Italy for the withdrawal of Italian volunteer troops in Spain are progressing satisfactorily, according to the Rome ; correspondent of - the British United Press. j The Italian Foreign Minister, Count Ciano, and the British the Earl of Perth, have substantially agreed to the liquidation of v the Spanish problem, Italy agreeing to withdraw the majority of her volunteers. There is uncertainty, however, as to whether an agreement ,bas been reached for the withdrawal of Italian specialists like air pilots, anti-aircraft gunners and tank experts.- \ The secretary of. the Non-interven-tion Committee, Mr. Francis Hemming, is leaving for Burgos before the week--end to explain fully the plans for the, withdrawal of volunteers from Spain. In official quarters there is confidence that he wUI succeed in persuading General Franco to reconsider his previous rejection of the plan. Italy and Germany in addition to France and Britain, have expressed full approval of Mr; Hemming's visit, and only Russia is unenthugiastic. ,
