JAPANESE CABINET "FOREIGN OFFICE DISPUTE DIFFERENCES WITH ARMY (Received September 30. 5.5 p.m.) TOKIO, Sept. 29 It is authoritatively learned that the Foreign Minister, General Ugaki, has resigned. His resignation is the result of a dispute between the Army and the Foreign Office concerning the authority and functions of a projected Central Bureau for the handling of Japan's affairs in China. . ... Prince Konoye temporarily combines the portfolio of Foreign Affairs with his duties as Prime Minister. The deputyForeign Minister, Mr. Tadao .Matsumoto, the Foreign Office counsellor, Mr. Shigeaki Haruna, and two diplomatic advisers, have also resigned. The Government's policy is unchanged. CHINESE SUCCESS CRACK JAPANESE DIVISION BROKEN LINES ADMITTED (Received September 30, 5.5 p.m.) SHANGHAI, Sept. -29 A claim to have outflanked and surrounded almost the whole of Prince Naruhiko's crack 13th Division near Shawo is made by the Chinese leader, General, Li Tsung-jen. The Japanese admit that two Chinese divisions penetrated, the lines of the 13th Division, but claim that the Japanese are still in control of the situation.
The Japanese claim to. have? captured Tienkiachea, tKe last -major fortress downstream from Hankow, according to a message from Tokio.
