SUDETENLAND AREAS THE GERMAN OCCUPATION PERIOD FOR EVACUATION INTERNATIONAL - COMMISSION By Telegraph—Press Association—Copyright (Received September 30. 5.5 p.m.) LONDON, Sept. 30 Following the completion of the conversations between the representatives of Britain, Germany, France and Italy at Munich an agreement in which was announced at 1.30 a.m. to-day, an official communique was issued, the full text of which follows:"An agreement was reached yesterday between Britain, Germany, Italy and France. Germany, the United Kingdom, France and Italy, taking into consideration the agreement already reached in principle for the cession to Germany of Sudeten German territory, agreed to the following terms ancl conditions which govern the cession measures consequent thereon, and by this agreement hold themselves responsible for steps necessary to secure its fulfilment:— Evacuation and Occupation Conditions (1) Evacuation will begin on Saturday. (2) Britain, France and Italy agree that the evacuation shall be completed by October 10 without the destruction of any existing installations,, and that Czechoslovakia shall bear the responsibility of seeing that the evacuation is carried out without damage to the aforesaid installations. (3) Conditions governing evacuation will be laid down in detail by an International Commission to be composed of representatives of/ Germany, the United Kingdom, France, Italy and Czechoslovakia. '(4) Occupation by stages of predominantly German territory by German troops to begin on Saturday, October 1, four territories marked on the attached map being occupied by German troops in the following order. The agreement then sets out the dates of occupation from October 1 to 7, as follows:—The first territory on October 1 and 2, the second on October 2 and 3, the third on October 4 and 5, and the fourth on October 6 and 7. The remaining territories of a predominantly German character will be ascertained by the aforesaid Inter* ] .national Commission forthwith and occupied by Ger- ] man troops by October 10. $

(5) The Commission referred to in clause 3 will deter- ! mine the territories in which plebiscites shall be held. These will be occupied by international bodies until ' the plebiscites are completed. The Commission will also fix the conditions for holding the plebiscites, taking the Saar plebiscite as a basis, and also fix a date no later than the en 4 of November for the plebiscites. (6) The final determination of the frontiers will be cleared up by the Commission, which is entitled to recommend to Britain, Germany, France and Italy, in certain exceptional cases, minor modifications in the strictly ethnological determination of the zones to be transferred without plebiscites. (7) There will be the right to transfer into or out of transferred territory, exercisable within six months from the date of the agreement. A German-Czech Commission shall determine the details of the option and consider ways of facilitating the transfer of populations and settle questions of principle arising: from the transfers. (8) The Czech Government, within a month from the agreement, shall release from the military and the police forces any Sudetens so desiring. It shall also release Sudeten political prisoners. Guarantee of New Boundaries In an annexe to the agreement it is stated that Britain and France entered the agreement standing by the offer in paragraph six of the Anglo-French proposals of September 19, relating to an international guarantee of the new boundaries of the Czech State against unprovoked aggression. The annexe adds that, when the questions of the Polish and Hungarian minorities are settled, Italy and Germany will give a guarantee to the Czechs. If the Polish and Hungarian minorities problems are not settled within three months by agreement between the respective Governments, they will be reconsidered at another four-Power conference. A supplementary declaration states: "All questions arising from the transfer of territories shall be considered as coming within the terms of reference of the International Commission." Arrangements Regarding Plebiscites The Commission referred to in clause 3 will consist of the German Under-Secretary of State for Foreign Affairs, the French, British and Italian Ambassadors in Berlin, and jalso a Czech representative. i Further information made available to the foreign press was as follows:—It is said .that the agreement does not contain provision for a corridor through Moravia to the German language enclaves.
