MR. HUGHES EXPLAINS . I WRONG MEANING CONVEYED CANBERRA, June 9 The Minister of External Affairs, Mr. W. M. Hughes, has informed the Prime Minister, Mr. J. A. Lyons, that only specific references had been taken from the context of his speech at Rabaul last Thursday and that these had conveyed a wrong meaning. The spirit of the speech was friendly and conciliatory. The phrase: "What we have we hold," was used in reference to Australia, not New Guinea. Mr. Hughes was reported to have stated, in a speech at Rabaul on June 2: "On this rock wo have got our mandato and have built our church, and all hell is not going to take it away from us. This territory has a great future, and what we have we shall hold. Whoever holds New Guinea commands Australia. When people ask me what could happen if they took the mandate away from us, I say nothing would happen."
