Bone (Democrat —Washington) proposed an amendment to provide for a defensive sea area, which the Nary "shall maintain inviolate against aav foe." i area would extend from Attu Wand, in the Aleutians, to Midway "land, thence to. Hawaii, the Panama Csnal and the eastern extremity of the State of Maine. . The amendment would not forbid the Navjr to operate elsewhere in the event of,war.
