SURPRISE ARREST

ILLICIT ARMS DEAL FRENCH SECRET SERVICE. BUYER WALKS INTO TRAP (Received February 13, 6.5 p.m.) PARIS. Fob. 13 French secret service men posing as agents of General Franco, leader of the Spanish rebels, prevented an important deal in illicit arms from taking place. They sumnioned the prospective buyer to a cafe at Itochefort, near a secret store of thousands of rifles, machine* guns, grenades and other munitions. The buyer wrote a cheque for £320,000 and then discovered "himself handcuffed to the man to whom he was handing it.

Two other men also were arrested.
