Blum's appeal, emphasising tho dangers of tho international and domestic situation and the Socialists' tremendous responsibility if Franco continued without a. Cabinet.

M. Chautemps, in a statement, said: "Wo are facing a heavy task. Wo must ensure that Universal suffrage prevails, maintain the soundness of the finances and prepare social laws guaranteeing collaboration between capital and labour." » The Cabinet immediately began to study M. STORMY MEETING M. BLUM'S PARTY PARIS, Jan. 18 Prance awoke this morning to the fifth day of the political crisis to discover the situation becoming more complicated each hour. After hectic allnight , wrangling the members of the Socialist Party adjourned at 7.30 a.m. M. Blum's resolution favouring a Cabinet with Rightist leanings was defeated at 4.30 a.m. Then a resolution was moved refusing to participate in the Government, but the Parliamentary group was instructed to act in agreement with other sections of the Popular Front.

It appears that the onus was thrust on the Communists, who are known to desire office, being dissatisfied with not holding portfolios in the previous Government.

Finally tho. Socialists at their resumed meeting decided to support M. Chautemps with his Cabinet provided he retained the Popular Front programme.

The Communists passed a motion against M. Chautemps, who later announced that he had formed a Radical Cabinet chiefly from Ministers of the last Government, in addition to Socialist Republican Unionists led by M. PaulBoncour. This group and tho Radical Socialists passed a resolution supporting M. Chautemps. EUROPEAN APPEASEMENT BRUSSELS, Jan. 18 Dr. van Zeeland's report on the appeasement of Europe has been delayed until the settlement of the French crisis.
