CHANGE IN METHODS PROPOSAL TO GOVERNMENT TRANSPORT BOARD TO LICENCE AGREEMENT WITH CITY COUNCIL Following a scries of conferences between representatives of the Auckland City Council and the Auckland Transport Hoard concerning the future licensing and control of taxicabs in the Auckland area, an arrangement was reached yesterday by which the Transport Board will become the Metropolitan Licensing Authority, and the City Council will be fully responsible to enforce the proposed amending legislation, which will bring this class of transport under the provisions of the Transport Licensing Act, 1931. The Commissioner of Transport, Mr. G. Laurenson, attended the conferences, and it was

stated yesterday that on his return to Wellington lie would recommend the Minister of Transport, the Hon. R. Semple, to incorporate the terms of the arrangement in the Bill which he will submit to Parliament this session. " The outcome of the deliberations has been most satisfactory," said the Mayor, Sir Ernest Davis. " With all such matters compromise must be the guiding factor, and the arrangement, based on this principle, should be in everv way workable."

Under the existing arrangement th« City Council licenses and controls the taxicabs oj>erating in the Auckland area, determines the number of licences to be issued, approves of the drivers and has authority in other matters such as the fitness of the cabs and the fixing of the meters. The Transport Board, on the other hand, licences these cabs to ply for hire at separate fares for each passenger on race days. Last year the Minister of Transport, in response to widespread representations from those engaged in the taxi and town carrying businesses throughout the Dominion, set up a committee to investigate the conditions in these industries. It recommended that taxis and town carriers, which are at present exempt from the provisions of the Transport Licensing Act, should be brought under the Act.
