Roper, in a statement, warned the nation that the rapidlyiniprov ing business conditions in the United States were largely due to foreign expenditures on armaments. He cautioned manufacturers against increasing the capacities of their plants and engaging in other unguarded expansions. Mr. Roper indicated that such conditions cannot last, and will be followed by recessions if precautions are Hot taken.
