CHANGE IN BRITISH NAVY BREAK WITH OLD TRADITION LONDON, March 2(J As the outcome of a review of service conditions, tho Admiralty has approved stronger rum for issue in tho Navy "as an experiment for one year." "Two-water" rum will bo substituted for "three-water." Tho practice of diluting one part of rum with three parts of water was introduced in tho 18th century by Admiral Vernon in the West Indies as a measure of temperance reform. The proportions have since been unchanged. A request that white sugar be supplied in addition to brown was rejected. The suggestion that attendance at divine service on Sundays should bp optional was also rejected.
